State Releases Proposed 2025 Property Tax Levies for Local Governments

Total local government property tax levies are proposed to increase 6%. The proposed increase for cities is 8.8%.

On Nov. 15 the Minnesota Department of Revenue released the list of 2025 preliminary property tax levies for cities, counties, school districts, towns, and special taxing districts. These are the maximum levels that levies can increase in 2025.

Cities — The 2025 preliminary property tax levies for cities will total approximately $3.74 billion compared with a final levy of $3.43 billion in 2024, an 8.8% increase. Last year, 2024 preliminary city levies were proposed to be increased by 8.4% in November 2023, with a final levy increase of 7.5% released in February 2024.

Counties — The 2025 preliminary property tax levies for counties will total approximately $4.22 billion compared with a final levy of $3.96 billion in 2024, a 6.4% increase.

Townships — The 2025 preliminary property tax levies for townships will total approximately $333 million compared with a final levy of $314 million in 2024, a 6.3% increase.

Schools — The 2025 preliminary property tax levies for schools will total approximately $4.16 billion compared with a final levy of $3.98 billion in 2024, a 4.4% increase. 

Special taxing districts — The 2025 preliminary property tax levies for special taxing districts will total approximately $522 million compared with a final levy of $494 million in 2024, a 5.7% increase.

Background

The Department of Revenue releases preliminary property tax levies every November. Final levy data is released the following February. Truth in Taxation hearings will take place in November and December, which may result in lower final levies for individual jurisdictions. Levies can decrease after Truth in Taxation hearings, but they cannot increase. Final levies for 2025 must be set by Dec. 30.
