CITY ATTORNEY. The City of Sartell, Minnesota is requesting proposals for civil legal services from firms experienced in municipal law. CITY PLANNER. The City of Spring Lake Park invites proposals from experienced planning professionals to serve as City Planner. This is a unique opportunity to guide redevelopment, modernize zoning regulations, and support economic vitality in a built-out suburban community. The planner will collaborate closely with staff, officials, and the public on zoning administration, development review, and implementation of the City’s 2040 Comprehensive Plan. CITYWIDE SOLID WASTE AND RECYCLING SERVICES. The City of Monticello is requesting proposals for citywide solid waste and recycling services. CLASSIFICATION & COMPENSATION STUDY. The City of Forest Lake, Minnesota, is seeking proposals from qualified consulting firms to conduct a comprehensive classification and compensation study for its employees. The goal of this study is to ensure that the City’s compensation structure is competitive, equitable, aligned with market conditions and industry standards, and to ensure state and federal compliance. This study is expected to review the City of Forest Lake’s classification and compensation plan to ensure an equitable system is in place to compensate employees properly for the services being provided compared to the market and to create consistent titling and recognizable differences between position classifications. The classification system recommended through this study must be a market proven and established methodology for government application. It should be designed such that it facilitates a number of human resource management goals including recruitment, selection, and salary administration in an organized and consistent manner. COMPENSATION STUDY. The City of New Prague, Minnesota is requesting proposals for Compensation Study. In lieu of a pre-proposal conference, the City will take written questions regarding the content of the Request for RFP, the form or content of proposals, and/or information pertinent to preparing proposals, from those interested in responding to the Request for RFP. DOWNTOWN PARKING OPERATIONS SERVICES. The City of Excelsior, MN is seeking to enter into an agreement with a qualified service provider for comprehensive turn-key parking management services for all managed public on-street and off-street parking within the city of Excelsior city limits, which is focused in downtown Excelsior. ECONOMIC DEVELOPMENT STRATEGIC PLAN. The City of Golden Valley’s Housing and Redevelopment authority is soliciting proposals for a five-year City-wide Economic Development Strategic Action Plan (Plan). The Plan should provide overarching mission and goals for the HRA’s next five years of work. In addition, it should outline clear, implementable tasks or projects to achieve those objectives in the short-, mid-, and long-term. Some areas of desired study have been named in the Statement of Work and Deliverables, but it is expected that the selected consultant may make additional recommendations during the development of the Plan. ENTERPRISE SOFTWARE REPLACEMENT. The City of East Grand Forks is seeking proposals for enterprise software replacement that includes full financial suite, utility billing, work management, and permits. HOUSING DEVELOPMENT. The City of Foley is soliciting responses to an RFP for the design, financing, and construction of single-family and multi-family housing on city-owned land located in Foley. Financial incentives to assist with the development of this project are available. A copy of the full City of Foley Housing Development RFP is available on the city’s website: www.ci.foley.mn.us/bid-opportunities/. Questions on the RFP are due in writing to Sarah Brunn, City Administrator, sbrunn@ci.foley.mn.us, by Feb. 21. Questions will be answered by Feb. 28 and posted on the city’s website. HOUSING STUDY. The City of Golden Valley is soliciting responses to an RFP for Missing Middle Housing Study. The City of Golden Valley is seeking proposals from qualified companies for a Missing Middle Housing Study that will help prepare the City for the 2050 Comprehensive Plan. The objectives of this study include: Research missing middle housing as it relates to Golden Valley and the City’s goals for increasing affordability, create right-sized missing middle housing solutions that can be implemented in Golden Valley in an effective manner, engage with the community to educate and inform on the concept and benefits of Missing Middle Housing and to gauge local housing needs and preferences, provide actionable metrics around local and regional housing demand, add diversity in resident types and income levels to standard single-family neighborhoods, create policies that will allow infill density in low density areas of the City, and increase the types of housing units available to meet demographic and cultural needs. HR/PAYROLL SYSTEM AND PROVIDE PAYROLL SERVICES. The City of North St. Paul is requesting proposals to implement an HR and Payroll System and to Provide Payroll Services. INTERNAL VALUES PROJECT. The City of New Brighton is seeking professional services to refresh internal staff values, with an optional task for services to update our performance evaluation form to align. We envision this project will include opportunities for staff to help develop the new values and we desire the new values to be clearly defined, measurable, and reflective of our collective staff culture. PAID FAMILY & MEDICAL LEAVE PROGRAM SERVICES. The City of Stillwater Minnesota is accepting proposals for private Minnesota Paid Family & Medical Leave until 3 p.m. on May 27, 2025. The City of Stillwater reserves the right to reject any or all proposals, waive formalities, and to make the award that is in the best interests of the group. PARK DEVELOPMENT. The City of Elk River is seeking proposals from qualified design firms to assist in the development of a public park beneath the city’s historic water tower, which is listed on the National Register of Historic Places. This project aims to transform a one-quarter acre parcel into a well-designed, accessible park that enhances the surrounding environment while honoring the historical significance of the water tower and explores the history of the community. RENTAL ANALYSIS. This Request for Proposals (RFP) is issued for the purpose of selecting a qualified firm to complete a rental analysis and needs assessment for the city of Spring Grove, and the development of a comprehensive strategy to address rental needs within the community with projections to 2040. The successful responder shall demonstrate that they have the experience needed to complete the data collection and technical aspects of this study, as well as the ability to educate the stakeholders on the needs and gaps identified by the study, and gather stakeholder input to assist in the development of the comprehensive rental strategy. The purpose of this rental study is to analyze the existing stock of single and multi-family rental units within Spring Grove, inventory existing rental resources, identify gaps in the local rental market, identify trends that may affect the rental market over time, and help develop strategies to address the current and future needs of the community, with the overall goal of ensuring that rental opportunities are provided for households of all types, ages, and income levels. URBAN FOREST MANAGEMENT PLAN. The City of Two Harbors, Minnesota is seeking proposals from TCIA or ISA certified arborists to develop a comprehensive Urban Forest Management Plan. This plan aims to enhance the city’s urban forestry initiatives by assessing the current state of the urban forest, identifying areas for improvement, and providing strategic recommendations for future management. This plan will also include a strategic Emerald Ash Borer (EAB) Management Plan to assess and manage the impacts of the emerald ash borer infestation in the urban forest. WEBSITE REDESIGN. The City of Falcon Heights is requesting proposals for a redesign of the city’s website. The goal of the website redesign is to create an engaging, user-friendly site with a flexible CMS that enables city staff to provide timely, accurate, and accessible information, as well as get the website in compliance with the new Web Content Accessibility Guidelines.
