Office of Cannabis Management Update for Local Governments

The Office of Cannabis Management has updated its website and guide for local governments.

The Office of Cannabis Management (OCM) updated its guidance for local government partners. The updates can be found on OCM’s webpage specific to local governments and in the Guide for Local Governments on Adult-Use Cannabis.

The updated guide (Version 2.0) contains:

  • Additional information on the anticipated licensing process and the roles for local governments.
  • Resources for the licensure and regulatory processes (listed in the appendix).
  • New guidance related to compliance checks and hemp-derived products enforcement work.

Local governments need to register and provide contact information

Minnesota’s cannabis law includes local retail registration, which is distinct from the licensure process run by OCM. To coordinate the local retail registration process with the state license process, OCM is asking local governments to provide contact information and create an account in their licensing software system.

Future rulemaking updates

Final regulations governing the adult-use cannabis market have not been published yet. In early 2025 OCM expects to publish in the State Register a notice of intent to adopt rules, which will prompt a 30-day formal comment period. The issuance of cannabis business licenses is dependent on the rulemaking process being completed. Watch the OCM website for updates.
